General Tibbets had just finished reviewing the videos and pictures of what the 1st Armored Division had discovered in West Texas. It was terrible, reminding him of what he had seen as a young lieutenant when in Bosnia, and then later Kosovo.

“The President is going to want options during our call later today,” Brigadier General Estrada announced as he placed a set of photos on the table.

“I agree. The question is, what do we tell him? The Russians, like the Europeans, ended their military operations when the UN forces surrendered. We haven’t had an engagement with a single Russian unit in months since the war ended. I mean it’s not like we can just bomb one of their cities,” Tibbets replied. It was just the two of them talking in his office. Soon though, they’d need to have something to offer the President.

“It’s clear these are Russian mercenaries. There isn’t any doubt about where they’re from or who they’re working for. Even the intel we’ve gotten from Task Force Avenger said the Wagner Group had been contracted to work in Texas. I don’t see how this would be any different than if a country was harboring a terrorist group and we bombed them,” Estrada explained.

“Yeah, I suppose you’re right,” Tibbets responded. “I guess that’s a good way to phrase it. So if that’s the case, then we need to figure out how we’d strike back at the Russians for harboring this group. We also need to keep in mind the blowback from such a strike. While the Russians didn’t use any nuclear weapons during our short war, that doesn’t mean they wouldn’t if we bombed Moscow a second time, especially now that there’s an armistice in place.”

“True. Maybe we don’t recommend a kinetic response. See if the Treasury Department can go after some of their financial assets, then. Maybe that’d be a better way of responding. It wouldn’t cost anyone their life.”

Tibbets agreed. They’d recommend the President work with the Treasury Department to go after the Russians financially.

Shifting topics, Tibbets asked, “How soon until Task Force 70 is in range of launching their first attack?”

“Two more days. Then they’ll be in range of their Tomahawks.”

“Good. The rioting and civil unrest in China is really starting to grow. I’d like to try and move that along,” Tibbets said. “I’d really like to get our forces in position to help General Zeng and his forces hold on to their territory. Between southern China and their western provinces revolting, this just might be the thing we need to end the war.”

The cyberattack on China was succeeding beyond their wildest dreams. Within days of Cyberstorm, Beijing had ordered the entire country’s internet and the government’s intranet taken offline. That loss of control emboldened some military commanders and governors to assert their own control over their regions. The human intelligence reports filtering out of China said the country was starting to fall into chaos and anarchy.
